During the 1980s many developing countries undertook programs of far-reaching economic policy reform. Some have been very successful, some less so, and some have failed completely. In examining these episodes economists have focused upon the adequacy of economic policy changes but have paid little attention to their political impact. Likewise, political scientists have centered their attentions on the political reactions to reform while neglecting the economic aspects. These dissonant analyses produced a dilemma: what was good politics did not seem to be good economics and what was good economics did not seem to be good politics. From this dilemma a research project on the Political Economy of Policy Reform in Developing Countries emerged, led by Robert Bates and Anne Krueger. This volume is an analysis of the work carried out by eight research teams into policy reform in Brazil, Chile, Ecuador, Egypt, Ghana, Korea, Turkey and Zambia. The teams each consisted of an economist and a political scientist who jointly analyzed the economic and political ingredients of their country's reform efforts. This important work will be valuable reading for scholars and policy-makers in the fields of development, international, and agricultural economics. These studies will be of compelling interest to political scientists as well, particularly those in the fields of comparative politics and development studies.

The Structure and Evolution of Recent U.S. Trade Policy

Exploring the political and economic determinants of trade protection, this study provides a wealth of information on key American industries and documents the process of seeking and conferring protection. Eight analytical histories of the automobile, steel, semiconductor, lumber, wheat, and textile and apparel industries demonstrate that trade barriers rarely have unequivocal benefits and may be counterproductive. They show that criteria for awarding protection do not take into account the interests of consumers or other industries and that political influence and an organized lobby are major sources of protection. Based on these findings, a final essay suggests that current policy fails to consider adequately economic efficiency, the public good, and indirect negative effects. This volume will interest scholars in economics, business, and public policy who deal with trade issues.

The Political Economy of American Trade Policy

In recent years the tremendous growth of the service sector—including international trade in services—has outstripped that of manufacturing in many industrialized nations. As the importance of services has grown, economists have begun to focus on policy issues raised by them and have tried to understand what, if any, differences there are between production and delivery of goods and services. This volume is the first book-length attempt to analyze trade in services in the Asia-Pacific region. Deregulation and Interdependence in the Asia-Pacific Region

Over the last twenty-five years, there has been an acceleration in the move from government regulation towards privatization. Governance, Regulation, and Privatization in the Asia-Pacific Region is the first thoroughgoing account of the relative success of the different approaches to privatization as undertaken in Korea, China, Australia, and Japan. In most contexts, privatization is expected to yield greater efficiency and cost effectiveness while avoiding the corruption and bloated budgets of government regulation or monopoly control. But broad-scale privatization, if ill designed, has also yielded its share of difficulties in East Asia. Privatization sometimes has created a vacuum in corporate governance for some of the region's most important industries and in some cases merely reinstated the monopoly-like configurations. The papers presented in this book discuss the experiences of privatization in several industries, including railroad and telecom, corporate governance problems, accounting issues, and challenges for the future in East Asian countries. The first section is theoretical in nature and proposes boundaries among government protection, market freedom, and shareholder expectations. The second part is constituted by country case studies, beginning with an analysis of both the Korean financial crisis that followed its 1997 law to privatize large, public sector corporations and the new ways Korean corporations finance themselves. Following is an evaluation of China's approach to privatization, with an in-depth look at the financial transitions of companies slated for initial public offering. Providing provocative examples of the methods of privatization in the Asia-Pacific region specifically, these papers will be of huge import to any economist or policymaker interested in transposing those successes for their own region.

"In all countries, there are laws and regulations affecting private economic activity. They are necessary to enable private economic activity to thrive, as well as to provide for honesty in information), consumer protection, and much more. Laws and regulations, such as safety standards, quality grades, and health and food (phytosanitary) standards generally apply to much economic activity within a country. In very primitive societies when farming or hunting was almost all economic activity, such measures were much less necessary. But as exchanges and trading increased, the need to find ways to support transactions became essential in order to enable parties to agree on even such things as simple weights and measures. Until there was a commercial code (legal framework), most businesses were owned primarily by family members who could trust each other. The commercial codes covered such phenomena as penalties against breach of contract, standards and assurances as to the quality and ingredients of goods being contracted, and penalties for their infringement, and so on. Note that even a rudimentary contract would likely have needed an understanding as to weights and measures, definition of materials, and much more"--
