The existence of environmental dilemmas and political conflicts leads us to appreciate the need for individuals and groups to behave strategically in order to achieve their goals and maintain their wellbeing. Global issues such as climate change, resource depletion, and pollution, as well as revolts and protests against corporations, regimes, and other central authorities, are the result of increased levels of externalities among individuals and nations. These all require policy intervention at international and global levels. This book includes chapters by experts proposing game theoretical solutions and applying experimental design to a variety of social issues related to global and international conflicts over natural resources and the environment. The focus of the book is on applications that have policy implications, relevance and, consequently, could lead to the establishment of policy dialogue. The chapters in the book address issues that are global in nature, such as international environmental agreements over climate change, international water management, common pool resources, public goods, international fisheries, international trade, and collective action, protest, and revolt. The book’s main objective is to illustrate the usefulness of game theory and experimental economics in policy making at multiple levels and for various aspects related to global and international issues. In mountain areas, where water supplies for half of the world population originate, climate and hydrologic models are still subject to considerable uncertainty. And yet, critical decisions have to be taken to ensure adequate and safe water supplies to billions of people, millions of farmers and industries, without further deteriorating rivers and water bodies. While global warming is known to cause glaciers’ retreat and reduced snow packs around the world, it is not clear that mountain discharge will be lower. What is widely recognised is that water management must be adapted to accommodate significant regime changes. However, this inevitably involves managing transboundary rivers, adding further complexity to putting principles in practice. This book takes global warming and the importance of mountain areas in world water resources as the starting point. First, it provides detailed reviews of the processes going on in several rivers systems and world regions in Europe (Rhône and Ebro), North America (Canadian Rockies, Western US and Mexico), the Middle East (Jordan), Africa (Tunisia, Kenya and South Africa). These contexts provide case studies and examples that show the difficulties and potential for adaptation to global change. Land-use, economics, numerous modeling approaches are some of the cross-cutting issues covered in the chapters. The volume also includes the views of water practitioners, with two chapters authored by members of the US-Canada International Joint Commission, an industrialist from Western Canada and an environmental leader in Spain. As globalization links economies, the value of a country's irrigation water becomes increasingly sensitive to competitive forces in world markets. Water policy at the national and regional levels will need to accommodate these forces or water is likely to become undervalued. The inefficient use of this resource will lessen a country's comparative advantage in world markets and slow its transition to higher incomes, particularly in rural households. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right, ' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Vietnam's educational record is impressive: 91 percent of children between the ages of 5 and 10 are enrolled in school, and 88 percent of the countrys working-age population is literate. However, emerging market forces within Vietnam, as well as examples and competition from its economically vibrant neighbors, raise important new challenges for the countrys education and training (E & T) system. The government of Vietnam has set ambitious targets for increasing enrollments in E & T institutions, but one question remains unanswered: What policies are required to ensure that an expanded E & T system will give its graduates the knowledge, skills, and attitudes demanded by private sector employers and critical to the smooth functioning of a leaner public sector in the futureNULL This study attempts to answer the question and thereby assist education policymakers in Vietnam in making equitable and efficient choices. The report is divided into six chapters. The first two chapters set the general context for a consideration of E & T costs and financing in Vietnam and explain how the system is presently organized and managed. The third and fourth chapters assess the current financing system, including the state budget and other sources of public funding, and calculate the cost per student-year and the cost per graduate at each level. Chapter 5 examines the social rates of return and the cost burdens for different groups within the country. The final chapter looks ahead to the next decade and draws lessons from other countries.

Dan is not only admired for his enormous contributions to the vast body of research available in his field, but also for the commitment and dedi cation he epitomized. He will be greatly missed by those of us who were fortunate enough to make his acquaintance. Mountains, Valleys and Flood Plains

Using the Ricardian approach (a cross sectional analysis of farm performance across different climate zones), this report examines the impact of climate change on the agriculture sector and the sector's adaptation to that change. Studies in the report measure the climate sensitivity of low-capital agriculture, test whether actual farm performance is as sensitive to climate as agronomic models predict, and compare the climate sensitivity of low-capital farms with the results already calibrated for U.S. agriculture. The goal of the study is to examine farm behavior and test whether there is any evidence that farmers in developing countries currently adjust to their local climates.
