In this sequel to their acclaimed The Dominant Ideology Thesis, the authors develop their analysis of the social and cultural underpinnings of modern capitalism. They confront a central assumption of western culture: namely, that the individual is sovereign, and that capitalism above all other economic forms depends on individualism. These ideas have an unbroken history from Alexis de Tocqueville to Milton Friedman. The paradox of the modern world is that the moral emphasis on the individual is contradicted by the actual organization of economy and society. The authors suggest that individualism and capitalism have no enduring or necessary relationship. Their linkage is entirely accidental and was confined to one particular historical period in the West. Against the background of what they term the Discovery of the Individual, the authors show how individualism gave capitalism a particular shape, and capitalism in turn highlighted the possessive features of the individual. Oriental capitalism and late capitalism in the West bear no particular relationship to individualism; indeed, they flourish best in the absence of individualistic culture. Collectivism increasingly dominates both economic and social life. These issues once informed the sociological enterprise, but have not been systematically addressed in recent times. This book revives the classical tradition of the historical and comparative analysis of culture and economy in capitalist society, in the context of the late twentieth-century world.

Against the background of neoliberal transformation, populist mobilization, and xenophobic exclusion, but also of radical and emancipatory democratic projects, this collection offers a variety of critical and challenging perspectives on the condition of democracy in the 21st century. During the last 50 years, liberal democracies have been exposed to a fundamental reorganization of their politico-economic structure that transformed them through the impact of neo-liberal economic doctrines focused on low taxation, free markets, and out-sourcing that have little regard in reality for democratic institutions or liberal values. The failures of the neoliberal ‘remedy’ for capitalism are now dramatically obvious through the banking crisis of 2008-2011, the increase in income inequality, the social and psychological damage caused by the austerity packages across Europe, and widespread dependence on experts whose influence over government policies typically goes without public scrutiny. While this has only accelerated the destruction of the social fabric in modern Western societies, the dramatic redistribution of wealth and an open 'politics for the rich' have also revealed the long-time well-covered alliance of the global oligarchy with the Far Right that has the effect of undermining democracy. The contributions to this volume discuss a wide variety of processes of transformation, the social consequences, dedemocratization and illiberalization of once liberal democracies through the destructive impact of neoliberal strategies. These strongly politico-economic contributions are complemented with general sociological analyses of a number of cultural aspects often neglected in analyses of democracy.

Theories of citizenship from the West – pre-eminently those by T.H. Marshall – provide only a limited insight into East Asian political history. The Marshallian trajectory – juridical, political and social rights – was not repeated in Asia and the late nineteenth-century debate about liberalism and citizenship among intellectuals in Japan and China was eventually stifled by war, colonialism and authoritarian governments (both nationalist and communist). Subsequent attempts to import western-style democratic values and citizenship were to a large extent failures. Social rights have rarely been systematically incorporated into the political ideology and administrative framework of ruling governments. In reality, the predominant concern of both the state elite and the ordinary citizens was economic development and a modicum of material well-being rather than civil liberties. The developmental state and its politics take precedence in the everyday political process of most East Asian societies. These essays provide a systematic and comparative account of the tensions between rapid economic growth and citizenship, and the ways in which those tensions are played out in civil society.
