The ongoing uprising in Libya against the government of Muammar al Qadhafi has been the subject of evolving domestic and international debate about potential international military intervention, including the proposed establishment of a no-fly zone over Libya. On March 17, 2011, the United Nations Security Council adopted Resolution 1973, establishing a no-fly zone in Libyan airspace, authorizing robust enforcement measures for the arms embargo established by Resolution 1970, and authorizing member states "to take all necessary measures - to protect civilians and civilian populated areas under threat of attack in the Libyan Arab Jamahiriya, including Benghazi, while excluding a foreign occupation force of any form on any part of Libyan territory." In response, the United States established Operation Odyssey Dawn, the U.S. contribution to a multilateral military effort to enforce a no-fly zone and protect civilians in Libya. Military operations under Odyssey Dawn commenced on March 19, 2011. U.S. and coalition forces quickly established command of the air over Libya's major cities, destroying portions of the Libyan air defense network and attacking pro-Qadhafi forces deemed to pose a threat to civilian populations. Federal law bars aliens residing without authorization in the United States from most federal benefits; however, there is a widely held perception that many unauthorized aliens obtain such benefits. The degree to which unauthorized resident aliens should be accorded certain rights and privileges as a result of their residence in the United States, along with the duties owed by such aliens given their presence, remains the subject of intense debate in Congress. This report focuses on the policy and legislative debate surrounding unauthorized aliens' access to federal benefits. Except for a narrow set of specified emergency services and programs, unauthorized aliens are not eligible for federal public benefits. The law ( 401(c) of P.L. 104-193) defines federal public benefit as any grant, contract, loan, professional license, or commercial license provided by an agency of the United States or by appropriated funds of the United States; and any retirement, welfare, health, disability, public or assisted housing, postsecondary education, food assistance, unemployment benefit, or any other similar benefit for which payments or assistance are provided to an individual, household, or family eligibility unit by an agency of the United States or by appropriated funds of the United States. Unauthorized Aliens' Access to Federal Benefits

Cyprus has been divided since 1974. Greek Cypriots, nearly 80% of the population, live in the southern two thirds of the island. Turkish Cypriots live in the "Turkish Republic of Northern Cyprus" (recognized only by Turkey), with about 30,000 Turkish troops providing security. U.N. peacekeeping forces maintain a buffer zone between the two. Since the late 1970s, the U.N., with U.S. support, has promoted negotiations aimed at creating a federal, bicommunal, bizonal republic on Cyprus. The two sides would pledge not to move toward union with any other country. This reflects concerns that Greek Cypriots would like to unite with Greece and that Turkish Cypriots seek to partition the island, linking the north to Turkey. The Secretary General's April 5, 1992 "Set of Ideas" is a framework for negotiations for an overall settlement. The Security Council implied Turkish Cypriot leader Rauf Denktash's responsibility for their failure and called for confidence-building measures (CBMs). Glafcos Clerides was elected president of the Republic of Cyprus in February 1993. Subsequent talks focused on CBMs. Denktash failed to return to talks on June 14, 1993. October 2009 marked the fifth anniversary of the European Union's decision to proceed with formal negotiations with Turkey toward full membership in the Union. It also marked the beginning of the annual period when all three European Union institutions, the Council, Commission, and Parliament provide their assessment of the progress Turkey had made or failed to accomplish in the accession process over the previous year and to issue recommendations on whether and how Turkey's accession process should proceed. Many "Turkey-skeptics" in Europe saw the end of 2009 as a deadline for significant Turkish action that would have marked a critical juncture for the future of Europe's relationship with Turkey. At issue was not only the domestic reforms many felt Turkey needed to achieve to meet the requirements of the EU's acquis communautaire but whether the lack of progress by Turkey with respect to its relations with Cyprus would force EU member states into a difficult debate pitting loyalty to one of its own member states, being shunned by the candidate for Union membership, versus Europe's long-term strategic interests in Turkey. Many U.S. officials and Members of Congress view the United Kingdom as Washington's staunchest and most reliable ally. This perception stems from a combination of factors: a shared sense of history and culture; the extensive bilateral cooperation on a wide range of foreign policy, defense, and intelligence issues that has developed over the course of many decades; and more recently, from the UK's strong support in countering terrorism and confronting Iraq. The United States and Britain also share a mutually beneficial trade and economic relationship, and are each other's biggest foreign direct investors. Nevertheless, some policymakers and analysts on both sides of the Atlantic question how "special" the "special relationship" is between Washington and London. Some Members of Congress this year have expressed interest in the option of procuring a 10th San Antonio (LPD-17) class amphibious ship in FY2009, so as to help meet the Marine Corps' goal for amphibious lift capability. The Navy's proposed FY2009 budget does not request funding for a 10th LPD-17 and instead proposes ending LPD-17 procurement with the ninth ship, which was procured in FY2008. The Navy's planned 313-ship fleet calls for a 31-ship amphibious force that includes 10 LPD-17s, and the Marine Corps states that a 33-ship amphibious force that includes 11 LPD-17s would be required to fully meet the Marine Corps' amphibious lift goal. Procurement of a 10th LPD-17 is the Number 2 item on the Navy's FY2009 Unfunded Requirements List (URL) and the Number 1 item on the Marine Corps' FY2009 URL. Fully funding the procurement of a 10th LPD-17 in FY2009, the Navy and Marine Corps FY2009 URLs state, would cost $1,700 million. The United States and Mexico have a close and complex bilateral relationship as neighbors and partners under the North American Free Trade Agreement (NAFTA). Although security issues have recently dominated the U.S. relationship with Mexico, analysts predict that bilateral relations may shift towards economic matters once President-elect Enrique Pena Nieto takes office. Pena Nieto of the Institutional Revolutionary Party (PRI) defeated leftist Party of the Democratic Revolution (PRD) candidate Andres Manuel Lopez Obrador and Josefina Vazquez Mota of the conservative National Action Party (PAN) in Mexico's July 1, 2012, presidential election. As a result, the PRI, which controlled Mexico from 1929 to 2000, will retake the presidency on December 1, 2012. Some analysts have raised concerns regarding the PRI's corrupt past and impending return to power, but President-elect Pena Nieto has pledged to govern democratically and to forge cross-party alliances. The outgoing PAN government of Felipe Calderon has pursued an aggressive anticrime strategy and increased security cooperation with the United States. These efforts have helped Mexico arrest or kill record numbers of drug kingpins, but more than 55,000 people have died as a result of organized crime-related violence since December 2006. Mexico's ongoing security challenges have overshadowed some of the Calderon government's achievements, including its successful economic stewardship during the global financial crisis and expansion of healthcare coverage.

The State of the Union address is a communication between the President and Congress in which the chief executive reports on the current conditions of the United States and provides policy proposals for the upcoming legislative year. Formerly known as the "Annual Message," the State of the Union address originates in the Constitution. As part of the system of checks and balances, Article II, Section 3, clause 1 mandates that the President "shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient." In recent decades, the President has expanded his State of the Union audience, addressing the speech to both the nation and Members of Congress. Over time, the State of the Union address has evolved considerably. The format and delivery of the speech have changed, and its length has fluctuated widely. Technology has also influenced the delivery of the address, with the advent of radio, television, and the Internet playing significant roles in the transformation.
