In an era defined by climate change, huge resource consumption, a lack of social cohesion, rapidly accelerating technological innovations, economic shifts, and the transformation of political systems, solutions must be pursued at every level of action. This book shows how solutions from urban design and planning can, by integrating the approaches of multiple disciplines, be the first steps toward envisioning the sustainable, energy-efficient, and climate-sensitive city of the future. This book is compiled for readers from a range of professional backgrounds. Its intended audience includes the government bodies, municipalities, urban planners, engineers, architects, civil servants, and citizens who are part of urban development, from initiation through implementation. The facts and findings presented herein are relevant to any national or international debate concerning urban development which aims to create sustainable, resource-efficient, and climate-sensitive urbanization processes. The text and visuals of this book are intended to serve as a comprehensive decision support tool, taking into account that current and future urban challenges and planning tasks can only be tackled through an interlinked and stakeholder driven iterative process. As a result of the Young Cities research project, this book acts as a multilayered reference manual by providing: (a) a brief outline of the MENA region’s urban challenges; (b) a proposal for generic principles and actions for creating an energy- and resource-efficient as well as environmentally sustainable urban environment; (c) the opportunities and impacts of each discipline involved in an integrated planning process; and (d) the findings of the applied principles in the 35 ha “Shahre Javan Community” pilot project.

Urban Challenges and Urban Design Approaches for Resource-Efficient and Climate-Sensitive Urban Design in the MENA Region

The fate of the city as a way of organising human social life has frequently been declared as sealed. After decades of urban sprawl, technological revolutions towards the end of the 20th century sparked speculation about the virtualisation of urban functions: cyberspace instead of city. Moreover, the flexibilisation of time structures began to add a temporal dimension to the fragmentation of urban regions. Looking back on the apocalyptic prophecies of the 1990s, it is encouraging to discover that the city is still among the living. There is indeed a simultaneity of dispersion and concentration. Spatial and temporal density are not in the process of dissolving: they are being redefined. The international conference Time Space Places undertook to trace the course of this redefinition and the new constellations of our urban system.

At a time when Europe is growing together, cooperation between countries is becoming increasingly necessary. One of the main reasons for pursuing transnational spatial development is to attain a common understanding of the facts of spatial planning. Hence, the INTERREG III B project"COMMIN" sought to establish a common communication basis for the exchange of knowledge and experience in spatial planning and thus to foster and develop this understanding in the Baltic Sea region. Therefore, on the basis of a standardized structure the COMMIN project partners prepared basic information about institutional settings and spatial planning systems and compiled a glossary of key terminology in spatial planning accompanied by a varying range of fact sheets with respect to planning cases taken as examples. The readers will now find on www.commin.org the whole range of information covering the respective national languages as well as English translations, although in some countries official translations for these issues were lacking. The project partners were aware of the fact that each translation requires a balancing act between legal precision and communicable classification and, at the end, is a question of definition power and of different senses for semantics. The German text on hand (status December 2006) one information package out of eleven was prepared by a team comprising planners, lawyers, economists, and administrative academics. Actually no other publication treating this subject in English exists and it will hopefully contribute not only to understanding planning issues in Europe but also to transferring in this respect information and knowledge within the country. Anyway, being aware of differences between countries is a point of departure for the mutual understanding process.
