By 1998 only one country, Poland (which embarked on economic reform before the rest of the region), had reestablished sustained economic growth and surpassed the pretransition level of real gross domestic product (GDP)." - From 'Economic Reform and Environmental Performance in Transition Economies' Most global economy and environmental watchers expect the transition to a market economy to yield environmental benefits. The changing incentives that a market economy introduces should foster more efficient production, better use of resources, and increased community input. The advanced reformers of the Central and Eastern European (CEE) countries proved this to be the case. They improved energy efficiency and reduced emissions intensity of pollutants. The slower-reforming countries of the Newly Independent States (NIS) also experienced lower pollution. However, that downturn coincided with the economic decline, which shut down many major polluters. This report reviews progress in environmental trends since transition began. It looks at air and water pollution and health indicators in the trends and in light of the environmental issues identified in the Environmental Action Programme for Central and Eastern Europe. It continues and builds on the World Bank's work in analyzing the environmental effects of transition, restructuring, and privatization with a view to identifying priority areas for investment and policy initiatives. The report will interest environmental policy makers and practitioners.

Community-based crime control has become one of the principal policy responses to crime and disorder across western societies, and is regarded now as one of the keys to successful crime prevention and reduction. The aim of this book is to bring together findings from case studies of community-based crime control in England as a means of examining the prospects for this approach, its evolving relationship with criminal justice and social policies, and to assess the lessons internationally that can be drawn from this in the theory, research methods, politics and practice of crime control. At the same time the book advances an important new conceptual framework for understanding community-based crime control, focusing on an understanding of the diversity of control and preventative strategies, the locally particular conditions in which they are conducted, and the degree of choices open to local political actors involved in their conduct. Understanding diversity in this way is central to drawing lessons about the transferability of crime control theory and practice from one social context to another, avoiding the naïve emulation of practices in different contexts.

Roland Barthes's 1980 book Camera Lucidais perhaps the most influential book ever published on photography. The terms studiumand punctum,coined by Barthes for two different ways of responding to photographs, are part of the standard lexicon for discussions of photography; Barthes's understanding of photographic time and the relationship he forges between photography and death have been invoked countless times in photographic discourse; and the current interest in vernacular photographs and the ubiquity of subjective, even novelistic, ways of writing about photography both owe something to Barthes. Photography Degree Zero,the first anthology of writings on Camera Lucida,goes beyond the usual critical orthodoxies to offer a range of perspectives on Barthes's important book. Photography Degree Zero(the title links Barthes's first book, Writing Degree Zero,to his last, Camera Lucida)includes essays written soon after Barthes's book appeared as well as more recent rereadings of it, some previously unpublished. Much of how World War I is understood today is rooted in the artistic depictions of the brutal violence and considerable destruction that marked the conflict. Nothing but the Clouds Unchanged examines how the physical and psychological devastation of the war altered the course of twentieth-century artistic Modernism. Following the lives and works of fourteen artists before, during, and after the war, this book demonstrates how the conflict and the resulting trauma actively shaped artistic production. Featured artists include Georges Braque, Carlo Carrà, Otto Dix, Max Ernst, George Grosz, Ernst Ludwig Kirchner, Oskar Kokoschka, Käthe Kollwitz, Fernand Léger, Wyndham Lewis, André Masson, László Moholy-Nagy, Paul Nash, and Oskar Schlemmer.
