For a given square real matrix M, we present a general algorithm which decides the existence of a positive diagonal matrix D such that DM is positive definite and which constructs the D if it exists. It is shown that solving this matrix rescaling problem is equivalent to finding a solution of an infinite system of linear inequalities. The algorithm solves the infinite system of linear inequalities by generating and solving a sequence of linear programs. Keywords: Eigenvalues; Eigenvectors.

Wind Turbine Icing Physics and Anti-/De-Icing Technology gives a comprehensive update of research on the underlying physics pertinent to wind turbine icing and the development of various effective and robust anti-/de-icing technology for wind turbine icing mitigation. Upper bounds for finding an [epsilon]-optimal solution and for the distance between an [epsilon]-optimal solution and an optimal solution are given. (4) Applications of the above algorithm to convex programming. First, a certain semi-infinite linear program is solved by this algorithm so as to obtain a feasible solution of a convex program. Then, another semi-infinite linear program is solved by this algorithm so as to obtain an optimal solution of the convex program. In particular, it is shown that for a strongly consistent convex program this algorithm can find a feasible solution after a finite number of iterations."
