The pulse sector is undergoing dynamic changes globally and in several regions and countries to meet the challenge of growing demand in the face of sluggish production growth. Realizing the importance of pulses in the human diet, 2016 has been declared the International Year of Pulses (IYP). This report captures the dynamics of the pulse sector during the last three decades. The examination of pulse supply, demand, uses, trade, prices, and outlook would help researchers and policy makers make more informed decisions related to the sector. Pulse-based food is an important source of dietary protein and essential minerals, particularly for the vegetarian population. At the global level, the average share of pulses is only 5 percent of the total protein consumption but their contribution in several developing countries range between 10 and 40 percent. To meet the growing demand and raise their per capita availability, countries made efforts to increase production and explore trade opportunities to augment domestic supply. Overall between 1980 and 2013, pulses production at the global level grew at an annual rate of 1.3 percent but there were, however, two phases of pulses production at the global level. While there was almost a period of stagnation in production of pulses during the1990s, production has sharply increased since 2005. The bulk of the increase in production came from developing countries where both area and yield growth (from a low base) contributed to the production. For developed countries—where production also grew—the center of production shifted from Europe to North America and Oceania. For developing countries, two new centers of production emerged in Eastern Africa and Southeastern Asia (Myanmar).

Zero tillage (ZT) for wheat is one of the most widely adopted resource-conserving technologies in the rice-wheat systems in northern India. In areas of Haryana with rice-wheat systems, 36.5 percent of all farmers practice ZT on 35 percent of their wheat area. Yet the literature measuring the impact of ZT on farmers’ fields is scarce. This study fills this gap by using the data collected from a random sample of 717 farmers from 50 villages in 10 districts of Haryana. It applies the difference-in-differences method to five-year recall data on wheat yields in ZT and conventionally tilled plots of land to quantify the crop loss due to unseasonal rains right before wheat harvests in March 2015. The results reveal significantly lower wheat yield losses in the ZT plots than in the conventionally tilled plots. On average, farmers suffered yield losses ranging between 3.73 and 4.53 quintals per hectare in 2015 due to unseasonal rains. The loss was lower by 1.05–1.10 quintals per hectare in ZT plots. The analysis clearly shows that adoption of ZT helped in reducing crop loss in wheat by 24–28 percent, valued at 1,523–1,595 Indian rupees (Rs.) per hectare (approximately US$22.50 per hectare). The loss avoided due to ZT is nearly equal to the prevailing rental rate of the ZT machine (Rs. 1,500 per hectare) in Haryana. Climate models suggest that the incidence of short-duration acute hydro meteorological events is likely to increase in years to come. Such events are hard to predict and prepare for, and dealing with them hinges mainly on disaster relief. However, our results show that adoption of ZT is one possible way to reduce potential loss from some of these weather events and that ZT is therefore well characterized as a climate-smart technology.

Using zero tillage to ameliorate yield losses from weather shocks

Food safety is the most vital component of food security. One option to ensure food safety is through enhancing compliance at the farm level. This study investigates the status, estimates the cost, identifies the determinants, and assesses the impact of compliance with food safety measures in milk production in Nepal. The study is based on cross-section primary data collected at the farm level from six districts of Nepal. These districts are known for milk production and capture the geographical and institutional diversity of milk production in the country. The study shows that the status of compliance with food safety measures at the dairy farm level is not very encouraging. The intensity with which food safety practices are adopted shows wide inter- and intra-district variations. This intensity depicts a positive relationship to herd size. The additional cost of compliance with food milk safety measures reveals an inverse relationship with herd size. The factors associated with the adoption of food safety measures are caste, number of children and elderly people in a family, household labor size, herd size, access to information, inspection for conformity with the safety and quality standards in dairy farming, perception of households about food safety assistance provided by milk buyers, and market outlet types. We also provide evidence of the impact of food safety measures on farm-gate prices and farmers’ profitability.

Demand for organic basmati rice (OBR), both at home and abroad, coupled with policy reforms in India have given rise to contract farming (CF) production in that nation. OBR production, however, is highly susceptible to weather and pest risks. This study investigates the impact of smallholders’ perceived production risks on their adoption of CF in OBR farming. We also assess the impact of CF in OBR production on yields, prices received, and the livelihood of OBR producers. We use farm-level data from smallholder basmati rice farms in India and the endogenous switching regression method to account for heterogeneity.

This study was undertaken to assess farmers preferences and willingness to pay (WTP) for various climate-smart interventions in the Indo-Gangetic Plain. The research outputs will be helpful in integrating farmers choices with government programs in the selected regions. The Indo-Gangetic Plain (IGP) was selected because it is highly vulnerable to climate change, which may adversely affect the sustainability of the rice-wheat production system and the food security of the region. Climate-smart agriculture (CSA) can mitigate the negative impacts of climate change and improve the efficiency of the rice-wheat-based production system. CSA requires a complete package of practices to achieve the desired objectives, but adoption is largely dependent on farmers preferences and their capacity and WTP. To assess farmers choices and their WTP for the potential climate-smart technologies and other interventions, we used scoring and bidding protocols implemented through focus group meetings in two distinct regions of Eastern and Western IGP. We find that laser land leveling (LLL), crop insurance, and weather advisory services were the preferred interventions in Eastern IGP. Farmers preferred LLL, direct seeding, zero tillage, irrigation scheduling, and crop insurance in Western IGP. Through the bidding approach, farmers implicitly express their WTP for new technologies that could transform current agricultural practices into relatively low-carbon and more productive farming methods. But actual large-scale adoption of the preferred climate-smart technologies and other interventions would require access to funding as well as capacity building among technology promoters and users.
