​Die Studie befasst sich mit der Politik und Geschichte des Europäischen Metallgewerkschaftsbundes. Der Verband war mit zuletzt 80 Mitgliedsorganisationen und fast 6 Millionen repräsentierten Arbeitnehmern der bedeutendste Industriegewerkschaftsverband in Europa. Seine Aktivitäten haben sich gleichfalls im Zuge des europäischen Integrationsschubes der letzten Jahrzehnte in vielen Handlungsbereichen vervielfältigt und ausdifferenziert. Die Arbeit ist von der Frage geleitet, ob diese Entwicklungen den Verband von einem europäischen Interessenverband bzw. einer Lobbyorganisation nationaler Gewerkschaften zu einer transnationalen Gewerkschaftsorganisation mit eigenen Möglichkeiten und Kräften der Durchsetzung von Arbeitnehmerinteressen haben werden lassen.
