Violations of religious freedom and violence committed in the name of religion grab our attention on a daily basis. Freedom of religion or belief is a key human right: the International Covenant on Civil and Political Rights, numerous conventions, declarations and soft law standards include specific provisions on freedom of religion or belief. The 1981 Declaration on the Elimination of All Forms of Intolerance and of Discrimination Based on Religion or Belief has been interpreted since 1986 by the mandate of the UN Special Rapporteur on freedom of religion or belief. Special Rapporteurs (for example those on racism, freedom of expression, minority issues and cultural rights) and Treaty Bodies (for example the Human Rights Committee, the Committee on the Elimination of Racial Discrimination and the Committee on the Rights of the Child) have also elaborated on freedom of religion or belief in the context of their respective mandates. Freedom of Religion or Belief: An International Law Commentary is the first commentary to look comprehensively at the international provisions for the protection of freedom of religion or belief, considering how they are interpreted by various United Nations Special Procedures and Treaty Bodies. Structured around the thematic categories of the United Nations Special Rapporteur's framework for communications, the commentary analyses, for example, the limitations on the wearing of religious symbols and vulnerable situations, including those of women, detainees, refugees, children, minorities and migrants, through a combination of scholarly expertise and practical experience.

Freedom of Religion Or Belief

The Algebra Conspiracy is an irreverent, radical, politically incorrect, passionate challenge to the increasingly popular program of the educational establishment which requires every student to take two to four years of college-preparatory mathematics to earn a high school diploma. These well-meaning but misguided people are placing every secondary school student into Algebra, Geometry and Trigonometry classes that they may not want, that they may not need to fulfill requirements for future employment, or that they may not be academically equipped to handle. This means, for instance, that a youngster who has trouble adding common fractions, computing with percents or even making change on a ten dollar purchase will nevertheless be required to pass Algebra and Geometry. In many school districts this is already creating an academic nightmare, as more and more math teachers are faced with the Hobson’s choice of either failing many of their students who simply cannot handle Algebra and Geometry, or handing out numerous “gift D’s,” or severely watering down the college-prep mathematics curriculum so more students can pass the classes. The author takes the controversial view that, the Age of Technology notwithstanding, a large percentage of today’s secondary school youngsters could, if allowed, live their entire adult working lives very comfortably without ever being forced to set foot in Algebra and Geometry classrooms. There are many other classes that these youngsters should be taking — such as cultural or practical arts electives — instead of wasting their time in college-prep math classes.

The Algebra Conspiracy

Crypto ’99, the Nineteenth Annual Crypto Conference, was sponsored by the International Association for Cryptologic Research (IACR), in cooperation with the IEEE Computer Society Technical Committee on Security and Privacy and the Computer Science Department, University of California, Santa Barbara (UCSB). The General Chair, Donald Beaver, was responsible for local organization and registration. The Program Committee considered 167 papers and selected 38 for presentation. This year’s conference program also included two invited lectures. I was pleased to include in the program UeliM aurer’s presentation “Information Theoretic Cryptography” and Martin Hellman’s presentation “The Evolution of Public Key Cryptography.” The program also incorporated the traditional Rump Session for informal short presentations of new results, run by Stuart Haber. These proceedings include the revised versions of the 38 papers accepted by the Program Committee. These papers were selected from all the submissions to the conference based on originality, quality, and relevance to the field of cryptology. Revisions were not checked, and the authors bear full responsibility for the contents of their papers.

This book constitutes the refereed proceedings of the 19th Annual International Cryptology Conference, CRYPTO '99, held in Santa Barbara, California in August 1999. The 38 revised full papers presented were carefully reviewed and selected from a total of 167 submissions. Also included is an invited survey paper.
