Le décryptage d'un véritable phénomène politique... Il existe en France un courant pro russe qui transcende les partis politiques, allant de l’extrême-droite à l’extrême-gauche, en passant par la droite souverainiste et la gauche jacobine : tous souhaitent un rapprochement avec Moscou, et un éloignement de l’Union Européenne et de l’OTAN. Perceptions of time contributed to recent Western military failings The “decline of the West” is once again a frequent topic of speculation. Often cited as one element of the alleged decline is the succession of prolonged and unsuccessful wars—most notably those waged in recent decades by the United States. This book by three Danish military experts examines not only the validity of the speculation but also asks why the West, particularly its military effectiveness, might be perceived as in decline. Temporality is the central concept linking a series of structural fractures that leave the West seemingly muscle-bound: overwhelmingly powerful in technology and military might but strategically fragile. This temporality, the authors say, is composed of three interrelated dimensions: trajectories, perceptions, and pace. First, Western societies to tend view time as a linear trajectory, focusing mostly on recent and current events and leading to the framing of history as a story of rise and decline. The authors examine whether the inevitable fall already has happened, is underway, or is still in the future. Perceptions of time also vary across cultures and periods, shaping socio-political activities, including warfare. The enemy, for example, can be perceived as belong to another time (being “backward” or “barbarian”). And war can be seen either as cyclical or exceptional, helping frame the public’s willingness to accept its violent and tragic consequences. The pace of war is another factor shaping policies and actions. Western societies emphasize speed: the shorter the war the better, even if the long-term result is unsuccessful. Ironically, one of the Western world’s least successful wars also has been America’s longest, in Afghanistan. This unique book is thus a critical assessment of the evolution and future of Western military power. It contributes much-needed insight into the potential for the West’s political and institutional renewal.

Toute l'histoire militaire de la France des Mérovingiens à nos jours, en deux volumes. Que la guerre ait contribué à la construction institutionnelle et sociale de la France relève de l'évidence, d'autant que l'armée représente un élément fondateur de l'Etat-nation. Pour mieux comprendre la nature des liens unissant les Français à leur armée comme la guerre à l'Etat, il fallait rendre compte de 1 500 ans d'histoire. Dans sa globalité. Car le fait militaire dépasse les grands cadres d'organisation, le matériel ou les structures de l'armée ainsi que sa composition... Il oblige à penser le rapport au politique ainsi qu'à la société dans son ensemble et incite à revenir sur les engagements, en réfléchissant sur la stratégie et la doctrine d'emploi, en décrivant les grands conflits, en s'attardant, enfin, sur la réalité du combat, l'armement, la violence de guerre et son imposition aux civils. Ce second volume explore les années 1870 à nos jours. La guerre devient alors totale et globale. Elle engage des millions de soldats, en 1914 comme en 1939 ; elle implique les civils, désormais amenés à fournir au front les montagnes d'obus et les milliers de chars que les conflits réclament ; elle les frappe tout autant lors de bombardements. L'armée, par ailleurs, joue un rôle politique éminent. Une partie de ses cadres a soutenu, pendant la Seconde Guerre mondiale, les idéaux pétainistes. Plus tard, des généraux tentèrent de renverser Charles de Gaulle pour contrer sa politique algérienne. Ces positions, toutefois, ne firent pas l'unanimité et un insigne conflit opposa le Maréchal au Général. C'est dire si l'histoire militaire de la France de 1870 à nos jours ne saurait s'écrire dans les teintes monochromes du noir et du blanc. What qualities make an ally useful, and when is an ally more trouble then it's worth? Allies That Count analyzes the utility of junior partners in coalition warfare and reaches surprising conclusion. Olivier Schmitt presents detailed case-study analysis of several US allies in the Gulf War, the Kosovo campaign, the Iraq War, and the war in Afghanistan. He also includes a broader comparative analysis of more than two hundred junior partners in various interventions since the end of the Cold War.
