Deportation has again taken a prominent place within the immigration policies of nation-states. Irregular Citizenship, Immigration, and Deportation addresses the social responses to deportation, in particular the growing movements against deportation and detention, and for freedom of movement and the regularization of status. The book brings deportation and anti-deportation together with the aim of understanding the political subjects that emerge in this contested field of governance and control, freedom and struggle. However, rather than focusing on the typical subjects of removal – refugees, the undocumented, and irregular migrants – Irregular Citizenship, Immigration, and Deportation looks at the ways that citizens get caught up in the deportation apparatus and must struggle to remain in or return to their country of citizenship. The transformation of ‘regular’ citizens into deportable ‘irregular’ citizens involves the removal of the rights, duties, and obligations of citizenship. This includes unmaking citizenship through official revocation or denationalization, as well as through informal, extra-legal, and unofficial means. The book features stories about struggles over removal and return, deportation and repatriation, rescue and abandonment. The book features eleven ‘acts of citizenship’ that occur in the context of deportation and anti-deportation, arguing that these struggles for rights, recognition, and return are fundamentally struggles over political subjectivity – of citizenship. This book will be of interest to students and scholars of citizenship, migration and security studies.

Irregular Citizenship, Immigration, and Deportation

Securitizations of Citizenship investigates how the fate of citizenship is now caught up in a dramatic and dangerous process of securitizing political communities. In the nervous state of affairs of the post-9/11 period, technologies of surveillance and control are rapidly proliferating, creating severe constraints for the enactment of citizenship practices. While citizenship has always faced the problem of exclusiveness, the contemporary relationship between security, territory, and population is being transformed in ways that are creating new dynamics of exclusion for citizens, non-citizens, and quasi-citizens alike. This book assesses a variety of citizenship practices in relation to the emergence of forms of governance that are responsive to – and constitutive of – fears, anxieties, and insecurities in the population. At the same time, the book identifies and assesses citizenship practices for how they can mobilize progressive forces to militate against the nervous, anxious and fearful subjectivities instigated by newly securitized sovereignties. In the critical spaces between inclusion and exclusion, migration and mobility, security and surveillance, reason and neurosis, biopower and sovereign power, the contributors to this book reflect upon the possibilities and constraints for refiguring citizenship today.

Securitizations of Citizenship

During the so-called "Age of Melancholy," many writers invoked both traditional and new conceptualizations of the disease in order to account for various types of social turbulence, ranging from discontent and factionalism to civil war. Writing about melancholy became a way to explore both the causes and preventions of political disorder, on both specific and abstract levels. Thus, at one and the same moment, a writer could write about melancholy to discuss specific and ongoing political crises and to explore more generally the principles which generate political conflicts in the first place. In the course of developing a traditional discourse of melancholy of its own, English writers appropriated representations of the disease - often ineffectively - in order to account for the political turbulence during the civil war and Interregnum periods.
