La justicia está cuestionada y hay casos en que juega al filo de las reglas democráticas. Tendemos a pensar que el principal problema es la corrupción o la impunidad de los funcionarios, y que para salvar el sistema bastaría que un Poder Judicial imparcial e independiente hiciera respetar la Constitución.
