A Circumpolar Convergence seeks to inform Canada's relationship with Russia by bringing into the dialogue the emerging circumpolar discourse and the (apparently failing) U.S. 'reset' policy with Russia. This approach better situates RAIPON's suspension in the context of current Arctic international relations, emphasizing common tensions between Russian human rights/values and trade interests.
