Considerable poverty and food insecurity in Ethiopia, combined with the overwhelming majority of Ethiopians who depend on agriculture for their livelihoods, make agricultural transformation a crucial development goal for the country. One promising improvement is to increase production of teff, the calorie- and nutrient-rich but low-yielding staple. The Economics of Teff: Exploring Ethiopia’s Biggest Cash Crop examines key aspects of teff production, marketing, and consumption, with a focus on opportunities for and challenges to further growth. The authors identify ways to realize teff’s potential, including improving productivity and resilience, selecting and scaling up new technologies, establishing distribution systems adapted to different areas’ needs, managing labor demand and postharvest operations, and increasing access to larger and more diverse markets. This study assesses progress in the implementation of the nutrition-sensitive interventions of the fourth phase of Ethiopia’s Productive Safety Net Programme (PSNP-4) and its impact on: (1) the pathways underpinning children’s nutritional status; and (2) the roles it plays in reducing the malign effect of seasonality on the nutritional status of women and pre-school children. The analysis is based on four rounds of household survey data, conducted in March and August 2017 (baseline) and March and August 2019 (endline). These surveys focused on households with a child less than 24 months of age (index child) and his/her mother (index mother). In 2017 and 2019, the survey teams visited more than 2,500 households in 264 kebeles in 88 PSNP woredas in the Amhara, Oromia, SNNP, and Tigray regions.

A growing literature in economics has analyzed the effects of psychological interventions designed to boost individual aspirations as a strategy to increase investments with long-term returns and thus reduce poverty. This paper reports on a randomized controlled trial evaluating a short video-based intervention designed to increase aspirations of adults in poor rural Ethiopian households, all of whom are beneficiaries of the Productive Safety Net Program, the main government safety net program in Ethiopia. Evidence from a sample of 5258 adults from 3220 households is consistent with the hypothesis that there is no evidence that the aspirations treatment had any significant effects on self-reported aspirations for the household, educational investment in children, or savings nine months post-treatment, suggesting that the effect of light-touch aspirations treatments for extremely poor adults may be limited in this context.

Social protection programs—public or private initiatives that aid the poor and protect the vulnerable against livelihood risks—can effectively be used to assist those trapped, or at the risk of being trapped, in chronic poverty. These programs aim to address chronic poverty through redistribution and protect vulnerable households from falling below the poverty line. Although investments in social protection programs are often motivated by equity concerns, they can also contribute to economic growth by, for example, encouraging savings, creating community assets, and addressing market imperfections. Despite their potential and proliferation, not enough is known about social protection programs in Africa. The 2017–2018 Annual Trends and Outlook Report (ATOR) reduces this knowledge gap by focusing on the potential of such programs on the continent and the corresponding opportunities and challenges. The chapters of the Report highlight the benefits of these programs, not only to their direct recipients but also others in the community through spillover effects. They also underscore the importance of appropriate design and sustainability to fully realize the potential of social protection programs.
