This paper describes a new cross-country database on the importance of small and medium enterprises (SMEs). This database is unique in that it presents consistent and comparable information on the contribution of the SME sector to total employment and GDP across different countries. The dataset improves on existing publicly available datasets on several grounds. First, it extends coverage to a broader set of developing and industrial economies. Second, it provides information on the contribution of the SME sector using a uniform definition of SMEs across different countries, allowing for consistent cross-country comparisons. Third, while we follow the traditional definition of the SME sector as being part of the formal sector, the new database also includes the size of the SME sector relative to the informal sector. This paper describes the sources and the construction of the different indicators, presents descriptive statistics, and explores correlations with other socioeconomic variables. This paper--a product of Finance, Development Research Group--is part of a larger effort in the group to study SME-related issues.

"While substantial research finds that financial development boosts overall economic growth, we study whether financial development disproportionately raises the incomes of the poor and alleviates poverty. Using a broad cross-country sample, we distinguish among competing theoretical predictions about the impact of financial development on changes in income distribution and poverty alleviation. We find that financial development reduces income inequality by disproportionately boosting the incomes of the poor. Countries with better-developed financial intermediaries experience faster declines in measures of both poverty and income inequality. Banking is back in the headlines. From desperate efforts by governments to address the Eurozone crisis to the "Occupy Wall Street" movement that is currently spreading across the globe, banks are again at centre stage. This new VoxEU.org book presents a collection of essays by leading European and US economists that provide solutions to the financial crisis and proposals for medium- to long-term reforms to the regulatory framework in which financial institutions operate. Key proposals include: -- European Safe Bonds (ESBies): Critical of Eurobonds, the authors propose an alternative solution in the form of "European Safe Bonds" (ESBies) -- securities funded by currently outstanding government debt (up to 60\% of GDP) that would constitute a large pool of "safe" assets. The authors argue that ESBies would address both liquidity and solvency problems within the European banking system and, most critically, help to distinguish between the two. -- Capital and liquidity requirements -- risk weights are crucial: While ringfencing might be part of a sensible regulatory reform, it is not sufficient. Capital requirements with risk weights that are dynamic, counter-cyclical and take into account co-dependence of financial institutions are critical, and one size does not necessarily fit all. Similarly, liquidity requirements have to be adjusted to make them less rigid and pro-cyclical. While banks are currently under-taxed, the currently discussed financial transaction tax would not significantly affect banks' risk-taking behaviour and might actually increase market volatility; in addition, its revenue potential could also be overestimated. -- The need for a stronger European-wide regulatory framework: If the common European market in banking is to be saved -- and the authors argue that it should be -- then the geographic perimeter of banks has to be matched with a similar geographic perimeter in regulation, which ultimately requires stronger European-level institutions.

Der Varnhagensche Salon war durch das Gespräch über den bedeutenden Literaten geprägt. Aber Rahel war nicht nur eine prominente Anhängerin des „Geheimrates“, sie war ein fester Bestandteil des geistigen Lebens ihrer Zeit. In ihrem Salon trafen sich Größen wie Kleist, Humboldt, Heine, Brentano oder Schleiermacher zu Geselligkeit und anregendem Gespräch. In zahlreichen Aufzeichnungen ihrer Zeitgenossen wird Rahels besondere Ausstrahlung und ihr Konversationstalent hervorgehoben. Daß die Salonniere dennoch keineswegs eine feste Heimat in der Gesellschaft finden konnte, daß sie im Gegenteil an dieser litt, lag vor allem an dem verbreiteten Judenhaß in der Bevölkerung. Alle Versuche, ihrerseits die Mauern des Vorurteils zu durchbrechen, blieben weitgehend wirkungslos. Vor dem Hintergrund dieser Situation muß Rahels Entwicklung verstanden werden. An vielen Stellen ihrer Aufzeichnungen kommt das Thema Judentum offen zur Sprache. Im Rahmen der vorliegenden Arbeit soll der Frage nachgegangen werden, wie die „jüdische Rolle“ ihr Selbstverständnis, ihre Identität beeinflußt hat und welche Auswirkungen sich daraus für ihr Handeln ergaben. Anhand ausgewählter Stellen aus der Korrespondenz mit Pauline Wiesel werden Motive und Themen vorgestellt, die auf das zugrundeliegende Selbstverständnis der Autorin geprüft werden. Solche sind das „Freundschafts-Motiv“, das Bild von der Gesellschaft und die Probleme der „Selbstbehauptung“ in diesem Kontext. Zudem sollen mögliche Parallelen im Erleben der Schreiberinnen berücksichtigt werden. Zum besseren Verständnis wird die Untersuchung durch einen Bericht über die Wurzeln des modernen Antisemitismus in Deutschland eingeleitet. Gleichzeitig interessiert an dieser Stelle die Beziehung Rahel Varnhagens zu den jüdischen Traditionen und Verhaltensmustern. Neben der Frage wie Rahels jüdische Herkunft ihr Denken und ihre Einstellungen beeinflußte, soll der literarische Wert des Briefwechsels erörtert werden. Es gilt der Tendenz zu begegnen, die Briefe und Tagebuchaufzeichnungen Rahel Varnhagens einzig als geschichtlich-biographische Quelle zu funktionalisieren. Die wesentlichen Ergebnisse der Untersuchung werden abschließend zusammengefaßt und diskutiert.

Die vorliegende Arbeit befasst sich mit zwei Texten, die gleichermassen die Abgrunde der Verzweiflung thematisieren. Sie weisen, neben einigen markanten Gegensatzen, eine Reihe von Parallelen auf, die eine vergleichende Analyse besonders ertragreich zu machen versprechen. So findet der Leser zwei Individuen, die auf merkwurdige Weise von ihrer sozialen Umgebung abgeschlossen sind, die beide unter ihrer Situation leiden und diese dennoch nicht zu verandern vermogen. Sowohl Gregor Samsa, der zum Kafer verwandelte Held in Kafkas Geschichte, als auch Walter Rheiners kokainsuchtiger Protagonist Tobias, der verzweifelt durch die Strassen Berlins fluchtet, finden am Schluss ihren Tod. In beiden Fallen bedeutet dieser Tod das Ende eines Leidensweges, in gewissem Sinne also eine Erlosung. Wesentlicher Bestandteil des Leidens ist die Isolation, in der sich Gregor und Tobias befinden. Es ist das Thema dieser Arbeit, den Ursachen und Folgen dieses Isolationsphanomens nachzugehen, es analytisch am Text nachzuweisen und Ruckschlus-se auf das literarische Selbstverstandnis, das dieses Phanomen in den Mittelpunkt stellt, zu ermoglichen. Es wird zu erortern sein, ob im vorliegenden Fall die Holle wirklich die anderen sind, oder ob die Separation der Protagonisten anderer Natur ist. Zu diesem Zweck sollen beide Erzahlungen auf die Konzeption des Raumes untersucht werden. Dabei soll betrachtet werden, inwieweit in der Literatur die Isolation mit der Dimension des Raumes verknupft ist. As a result of the recent financial crisis, there has been significant public debate on the role of the financial sector in bringing about the Great Depression. More generally, there has been debate about whether the current industry structure has enhanced social welfare or served a detrimental role. This book is a collection of papers presented at the conference held at the Federal Reserve Bank of Chicago, in November 2012 that examined the social value of the financial sector as currently structured.
