In december 1851 moest minister-president J.R. Thorbecke vernemen dat paus Pius IX had besloten de bisschoppelijke hiërarchie in Nederland in te stellen. Herstellen volgens sommigen, want dat bisschoppelijke bestuur was er vóór de Reformatie ook geweest. In 1853 was het zover. De gevolgen voor katholieken én protestanten waren groot. De Nederlandse rooms-katholieke kerk was niet langer een missiekerk en de katholieken konden zich met herwonnen vertrouwen in de openbare ruimte manifesteren. Veel protestanten vreesden dat zij de greep op het land zouden verliezen; hun onrust mondde uit in de Aprilbeweging. Tientallen pamfletten en tijdschriften waarschuwden voor 'Rome'. In Staf en storm - een initiatief van de Vereniging voor Nederlandse Kerkgeschiedenis - brengen historici, kerkhistorici en kunsthistorici '1853' in beeld en belichten zij de gevolgen voor de Nederlandse samenleving, op kortere en langere termijn.
