This almost reads like historical fiction. It does a great job of helping you understand the personal and institutional motivations of everyone involved. It so easy to forget that policies are decided by and implemented by individuals. This also reminded me of the value of a strong diplomatic presence as a critical way to understand other countries and cultures and how their perspectives may differ from our own.

This makes me want to read more about Mexican history.
