During the recent and ongoing financial crisis, it has become clear that the European Union (EU) was institutionally ill-prepared to manage a financial crisis, especially one involving large cross-border institutions which are systemically important to a number of countries. This has led to a growing policy debate on how to restructure banking practices across Europe in a way to reduce risks of future systemic crises.
