The old interstate agreements, including those for commercial traffic, electrical power and water sharing, are voided. Citizens in the Republic of California are dying for lack of water. Diplomacy fails. Sacramento must do something, anything, to secure water. The Republican Guards are ordered into Oregon to seize and divert water.
